L. Scott Stevens — independent quality assurance and quality control consulting for ground-up data center construction. Air-cooled. Liquid-cooled. Delivered right the first time.
I am Scott Stevens. For forty-five years I have worked in the construction industry, with the last two decades dedicated to the ground-up delivery of data centers — the mission-critical facilities that now underpin nearly everything.
My practice is quality assurance and quality control, with a specialization in mechanical systems, direct-to-chip liquid cooling implementations, and management of the commissioning process. I exist to make sure the building that gets handed over to the operator is the building that was designed — and that every weld, pour, penetration, and plenum is documented, verified, and defensible.
I have built air-cooled facilities and the newer generation of liquid-cooled facilities. Every project I have touched has been ground-up new construction, with the unique rigor that greenfield work demands.
Building the quality framework that matches your project: inspection and test plans, hold points, acceptance criteria, documentation standards, and reporting cadence calibrated to data center work.
Boots-on-the-site verification that the work installed matches the drawings, specifications, and manufacturer requirements — from slab and structure through MEP rough-in to final commissioning readiness.
Identifying deficiencies early, tracking them through disposition, and verifying close-out. Issues caught in framing cost a fraction of what they cost after the raised floor goes in.
Review of submittals, ITPs, weld logs, concrete placement records, and turnover packages against specification and code — so the record that closes the project actually reflects what was built.
Serving as the owner's technical set of eyes on the general contractor and trades — independent, experienced, and focused entirely on the owner's standard of delivery.
Managing the commissioning process from planning through close-out — coordinating trades, the Cx agent, and the owner; driving hold-point readiness; and ensuring systems are installation-complete, properly documented, and ready to be energized, filled, and functionally tested.
Legacy and modern air-cooled facilities — CRAC / CRAH systems, hot and cold aisle containment, raised floor and overhead distribution, perimeter and row-based approaches. Decades of experience verifying the thermal envelope is built as designed.
The generation of facilities built for densities air cannot handle. My focus is direct-to-chip implementations — the piping, CDUs, manifolds, leak detection, and installation tolerances that D2C systems demand, alongside rear-door heat exchanger and immersion-ready designs.
Every data center I have worked has been new construction from the ground up. Greenfield work has its own pace, its own sequencing, and its own failure modes — and I have spent twenty years learning all of them.
